list viskores.pc in debian/not-installed

to work around Bug#972222 in debhelper.

viskores.pc is not built on 32-bit systems
and so is installed conditionally to libvtk9-dev in debian/rules.

This non-installed entry is needed for arch-independent builds
because of Bug#972222
